Exclusive: Hart of Dixie Casts That '70s Mom Jan 16th 2013, 02:49 Debra Jo Rupp is coming to Hart of Dixie as the anti-Kitty Forman. TVLine has learned exclusively that the That ’70s Show vet will appear in an upcoming installment of the CW charmer. Unfortunately, she becomes such a handful, her daughter pawns her off on Zoe.
